No new claims were disclosed at the call for essential patent claims. ---++++ Agenda Approval Motion by John, seconded by Dave C. Motion is approved. ---++++ Previous Minutes Dave G. moved and Michael seconded the approval of the [[P1735Minutes2008Sep10][September 10, 2008]] minutes. The motion was approved. ---++++ Action Item Review Steven reviewed the open action items. ---++++ Liaison Reports Initialization Vector changes are integrated into draft 7 of Verilog. ---++++ License Management Michael described two problems relating to license management: * How do we make licensing secure? * How do we make licensing easy to manage for IP providers? Dave G discussed the open issues around a neutral license service provider, including: * Who should/will provide this service * What platforms will be supported * What are the security issues around shared libraries in the current model John noted that this has been an area where the security issues have been left alone in the interest of preserving compatibility with IEEE 1364-2005. The desired contract for licensing services should include: * Allow/Deny decision on some specified function/behavior The group discussed how IP providers could provide the support for licensing and what the standard can specify to enable appropriate parties to deliver licensing to IP consumers. There is a need to build a consensus from each of the major stake-holders to the licensing question. Static linked licensing support improves security at the cost of reducing flexibility in license administration.
