Duth has discussed license check points and lifetime internally. The Xilinx preference is to _checkout and hold_ for the duration of the activity. John expressed doubts about the value of the _decrypt_ license, compared to the _runtime_ license.

Recapped discussion of internal vs external together with pros and cons. Xilinx discussions are leaning towards the _internal_ model, but there are concerns about verifying the security of models in a variety of flows with multiple tools. The motivation is principally around security and ease of implementation. Rights management issues are also a major concern.
