   * AI Jim:  Work needs to be done group and order proposals table
   * Agreed that all prior LCS's need an associated proposal and need to be ranked to be considered
      * Particularly since they were not accepted on the last revision.

   * AI:  after grouping proposals we need to initiate reflector discussion
