   * AI: All vote on LCS: 18 + 18b vs. 18c vs attributes of 72a. Keep in mind that they are mutually exclusive.
   * Discussed non-attribute part of 72a vs. 'actual of 60
      * 72a asks that for new parameters that apply to scalar objects in a subprogram, use actual parameter as the default type information rather than the formal. Note that the array attributes use the formal if it is present and only use the actual if the formal is unconstrained.
      * 60 instead creates a 'actual attribute that allows access to the type information on the actual parameter.

   * WRT, predefined attributes, what is their scope/precedence with respect to other language objects such as local signal declarations and items declared in a package?
