   * Draft 3A review complete.  
   * John will have updated draft by Tuesday
   * State of packages?
      * Need file headers.  
   * Next Draft
      * review all issues then release to MEC
   * Since it is unlikely that we will be able to submit a draft of the LRM by October at this point, I have filed an extension for the PAR so we can complete the work in 2018 if necessary.
