   * LCS Review
   * By December, need LCS for proposals that will go into standard.
   * December to March - prepare final document.
   * Looked at LCS_2016_I13 Unary Precedence
      * Peter found an issue that was not identified in the proposal
      * 2nd version will also incorporate additional changes from the proposal
   * All LCS's will have 2016 as the date prefix.
   * Moving LCS forward
      * OK to move things forward with a good number of yes
      * After moving forward if we get a number of latent no's then it need to be reconsidered.
   * LCS' to move forward
      * LCS_2016_011 - Date Time
      * LCS_2016_001 - Partially Connected Vectors on a Port Map
   * Edited LCS_2016_002
