   * DTA 5 - have bit/bit_vector representations of all types and permit logic operations and indexing 
      * Reject
   * DTA 13 - user defined positional values of enum literals 
      * SystemVerilog - does this
      * no interest
   * DTA 6 - Eliminate type conversions whenever possible 
      * Reject
   * DTA 9 - automatic garbage collection of access types (perhaps based on reference count) 
      * Need proposal - language does not prohibit garbage collection
      * Java supports automatic garbage collection with deallocate as an indication
   * DTA 17 - Named events (data-less signals) 
      * It is a subset of a signal, so is it worth the effort.
      * Perhaps not worth doing - can already be done by programming
      * Without 'transaction it might be worth something
      * Would it support multiple drivers without resolution function?
