One minor issue with the package VHPI is that the function body of vhpi_control
should return a value of FAILURE.
Perhaps we need to define 2 constants: SUCCESS and FAILURE which are
consistent with the values returned by the C vhpi functions. vhpi functions
typically return
0 on success and non zero on failure.
