[vhdl-200x-ft] Revised FT-13: VHPI control binding

Folks,

I had an action item from a previous meeting to discuss the proposed STOP,
FINISH and RESET procedures with the VHPI tech team. I did so quite a while
back, but have only now updated the FT-13 document with the results of that
discussion (see attached). Sorry for the hiatus.

In summary, my analysis is to retain the VHPI nomenclature, and to define a
VHDL package that contains a foreign function bound to the vhpi_control
function. The VHPI specification defines how the 'foreign attribute can be
used to express such a binding.
