[vhdl-200x-ft] FT19: Process_Comb, process_latch, process_ft updated

Hi,
FT19: Process_Comb, process_latch, process_ft has been updated.

In the vhdl-200x-ft meeting on 7/26/04, the issue
of non-local access was brought up. The resolution of
the meeting was to do:
   "Option 3: Allow calls to procedures and functions as long as
    they don't access global signals."

The following text was added to FT19:

       It is an error if a process of the form, process_comb,
       process_latch, or process_ff, calls a subprogram that
       accesses a global signal.

I will schedule this for rereview at one of the future
VHDL-200X-FT meetings.
