This is a study group, and its context starts there. A working group has
not been formed yet as there is no approved PAR for it. The previous
working group for VHDL was entity based either, not that it matters
right now.

The rules you reference are the current rules as of
December 2009. Details are in the reference
I included in 5.2.1.2 below.
Since we have formed after 2009, we will have to be
compliant with these rules. I think some of the
working groups that were active during the change
were allowed to continue with the previous rules
for some amount of time.
