RE: [P1800] P1800 SystemVerilog Ballot Draft (4.0) is ready

There is a new clause 2, Normative References, which is required by the
IEEE.  The old Clause 2 is now Clause 3.
 
The addition of the new clause was the last change I made, to avoid me being
confused as I implemented changes, and reviewers being confused as they
checked my work.  There is an editing error caused by adding the new clause,
in that the new Clause reset the page numbering, make two sets of pages with
numbers 1-8.  I did not see that before delivering the draft, but have since
corrected it.  At the same time, I also changed the FrameMaker paragraph tag
for each clause title from "section" to "clause", just for clarity in the
document source.  That caused a problem with the PDF hyperlinks that I did
not notice.  I have also corrected that.
 
Johny, I will provide you and Dennis with a new PDF of draft 4 after
Thursday's meeting.  I'll wait until then, in case there are any other
changes that come out of the meeting.

Dave, you're right. 
Section 2 is supposed to be literals (which is marked as section 3). 

Stu, can you please look into this ASAP? We may need to fix the ballot draft
for this.
