Two new proposals: TBV2.1 and TBV4.1

Two new proposals have been added. These are associative arrays and fifos based on generic packages.
Please post your feedback. I am looking for feedback on the proposals assuming that generic package feature
will be added to the language.
 
I plan to set up regular teleconferencing soon. It will most probably be on Wed from 4:30-6pm EST.
