Two comments:

the package should be part of the STD library and not of IEEE library, since
this feature belongs to the simulator.

I was not yet able to read the VHPI draft, but the semantic of STOP/FINISH/RESET
is not clear at all. Maybe they should be defined using
the terminology of the current LRM.
