[vhdl-200x-ft] Revised FT13: stop and finish operations

Folks,

I had an action from the last VHDL-200c-FT meeting to update FT13 - please
see attached. The revision embodies the consensus of the meeting to specify
an environment package with STOP and FINISH procedures, rather than a
binding to the vhpi_control function defined by the VHPI. Comments?
