[vhdl-200x-ft] Updated webpage

Hi,
With the adoption of the numeric packages
(1076.3) into 1076, I have moved the proposals
for numeric_std, et_al to the vhdl-200x-ft webpages.

Also David Bishop has put packages with proposed
changes in the vhdl-200x-ft webpages.

I have added links to both of these on the vhdl-200x-ft
