Hi John,
We have gone down the route of requiring offices to be members of the working group. This implies that if an office drops working group membership status then it is grounds for dismissal as an office. Of course there are all kinds of extenuating circumstances and opportunities to reinstate and we did not change the requirement for removal of officers. The effective position is that we wanted to encourage officers to be active members and require them to be active members to be elected in the first place. The ability to be an active member is not particularly onerous now so I do not think that is an undue burden. We are still refining our bylaws and voting on them in the next week or so. Who knows what can change in that process. :)

You are right; it does not say that. My desire was to send the intended message of our recent changes, namely, to be as inclusive as possible in allowing participation as an officer in the working group. I unintentionally overstated it by saying "any member of the working group". It is really any participant in the working group. All please take note.

We didn't consider this in the by-laws update discussion we had. We might have considered it as reasonable criteria. What did 1076.1 conclude in their update of their by-laws? I believe the only formal difference in our P&Ps between a participant and a working group member is establishing and maintaining voting rights. Because that maintenance is attendance-based, it is certainly simple, objective evidence of genuine interest in the WG proceedings.

One question we had in the 1076.1 update of the by-laws was whether the offices have to be members of the working group. It would make sense but I did not see it in the text.

Hi All,

I have been appointed to act as the elections processor for election of the 1076 Chair, Vice-Chair, and Secretary. This is a call for nominations for those positions. Please forward nominations to me by reply email no later than 5pm US-PDT, Tuesday, August 30, 2011.

Our procedures have been recently changed to be as inclusive as possible on the qualifications for officers. They state the following qualifications:

* The Chair shall be a member of any grade of the IEEE, a member of the IEEE-SA, and a member of the DASC.

The vice-chair and secretary may therefore be any member of the working group. You are all encouraged to consider participating as an officer.

As I receive nominations, I will confirm with the nominee that they are eligible and willing to stand. Nominations may come from any participant and I encourage all of you to consider this. Self-nominations will also be accepted. As a last bit of information, confirmed nominees may submit a position statement, if they wish, to be included with the announcement of the nominees at the start of the election voting period. However, we do not require position statements for this election.
