[vhdl-200x] New VHDL Website

Hi,
I spent the day learning the new eda.org/twiki and am in
the process of migrating the website to twiki.

You can view the new one at:
http://www.eda-twiki.org/cgi-bin/view.cgi/P1076/WebHome

Twiki allows multiple people to edit the page.
I put a blank page out there for a requirements list,
so go get a Twiki account and lets try it out.
