At the DASC level, an interested party would have to:
    ... request that an SG should be started and
    to work toward drafting a PAR.

I suspect the PAR could just be for reaffirmation.
Otherwise, one would want to get the synthesis vendors
on board so something useful could be done with
pragmas/directives.
