The latest I have from IEEE staff (attached below) is that
the standard is now available as a pdf for purchase.

To find it, go to the following link and then search on
1076-2008

    http://www.ieee.org/go/shop

This will give you a list of standards.  Make sure to select
IEEE Std 1076-2008
