[vhdl-200x] PSL Language Change Specification Draft

I have posted Draft 1 of the language change proposal to incorporate PSL by reference and the corresponding LRM changes required to do so. Thanks to Erich Marschner for doing this work.

I have also posted a donation from Cadence on extending VHPI to handle PSL. Thanks to Francoise Martinolle for providing this proposal.
