RE: [vhdl-200x] Call for Vote on WG Policies & Procedures

I move

1) that we insert VHDL-200x P1076 as the name of the working group in
   the title;
2) That we insert or current Scope in the Working Group Scope of
section of the Introduction;
3) that we remove the treasurer position from section 3 and 4.5;
4) that we set the required notice for meetings to be 30 days.
5) that we renumber the items in section 6.5 to be 1,3,2&4 rather
than 1,1,2&3

If these are accepted, I vote in favor of adoption of the Policys and
Procedures.
