[vhdl-200x] Should we merge 1076.3 into 1076?

Alex, Steve, and working group colleagues,

<Proposal>
With the approval of merging 1164 into 1076,
I would like to propose that we go the next
step and merge numeric_std, numeric_bit, and
the proposed numeric_???_unsigned packages into
the 1076 standard.

Provided that the package names for numeric_std
and numeric_bit do not change and the packages
remain backwards compatible with the current
versions, I can see no disadvantage from a
user's perspective.

 From a standards perspective, I think merging the
package "dot" standards will reduce the administrative
overhead and allow us to gain additional functional
momentum on the 1076 standards effort. It will also
give us the ability to do some synchronized
changes that we can not do otherwise. In fact, one of
the reasons for stalled progress on 1076.3 was the need
to coordinate the package updates with some language
updates (unary logic operators).

Beyond that, both groups are thinking
about what the future look of numerics should be.
1076 is thinking of how to more effectively use
integers and reals (and consider what else we
need).

As an active member of both of these groups,
I would like to ask the chairs of 1076.3 (Alex) and
1076 (Steve) to start a discussion period followed
by a call for vote.
