Bob,
The merger of the WGs, in itself, does not change either standard. Therefore, any change in either 1076 or the std_logic_1164 package proposed in the future (whether 1164 and 1076 are merged or remain separate) need to be assessed and reviewed for backward compatibility.
Backward compatibility is a very strong goal for VHDL 200x. I am currently unaware of any proposed or considered changes that would break backward compatibility WRT std_logic_1164 use.
