I wasn't soliciting votes, but take your comment as supportive of the idea.

In principle, we could already do this, simply by referencing IEEE Std 1164
in IEEE Std 1076. However, my preference would be to keep text I/O for 1164
as a separate package just for modularity reasons. The proposal for context
sepecifications will reduce the amount of package-use specification needed
in a model.
