The change in 2905 was to make it consistent with the BNF everywhere else. Nowhere else in the BNF do timeunit declarations have attribute instances.
(It is also not clear to me what would be the issue of attribute instances on timeunit declarations. They are also not allowed on `timescale compiler directives.)
