[sv-champions] The proposal for Mantis item 2326 was updated by the Champions

Hi Dmitry,

Mantis item 2326 was approved by the Champions. Below is a copy of a note
that I added to it. Please review the change made to the proposal, by the
Champions to make sure that it was appropriate.


    The proposal was unanimously approved by the Champions in the
    July 10th, 2008 conference call.

    During the meeting Brad updated the proposal to fix an inconsistency in
    Section "36.46 Property specification", -> operator strength.

       The existing text was shown in blue: "bool: vpiOpStrong"
       The "To" text had this text in black: "bool: vpiOpStrength"

    Brad updatd the "To" text to match what was shown in the original version.
