[sv-ac] call to vote on 1601

Hi Folks:

This is the call to vote on the revised proposal for 1601 that
addresses feedback from the champions.  Please note that the
e-mail ballot closes at 04:00 PDT on 2007-08-24 as we agreed
in our meeting on 2007-08-21.

The updated proposal is 1601.doc on mantis and is attached here.  

There is a preamble that is our response to the champions.  Part
of the vote is to approve this as a message from SV-AC.
