[sv-ac] window to call emergency votes

Hi Folks:

The window to call emergency votes in response to the champions is now
closed.

I am sorry about any votes that were not called and if there were
additional adjustments that people wanted in the proposals.

Coordinating busy people across the world on short notice is a
challenge, and I think we did a good job.
