RE: [sv-ac] levels argument proposal

I admit I don't know what is being talked about, but $dumpvars appears
within a certain scope. The arguments given to the task are either 
identifiers, identifiers with relative hierarchical path, or identifiers
with full hierarchical path. In any of these, sections 12.4-12.5, I think,
of 1364-2005 specify how to resolve them.
