I think the proposal looks fine. However, SBLOCK appears to be a new keyword. In Ada, the keyword for a new block of sequential statements is DECLARE as in:

declare
  ...
begin
  ...
end;

A relatively minor nit as a new keyword is required. But SBLOCK seems a bit clumsy to my tastes.

Perhaps more importantly: We need to ensure that the SBLOCK construct stands on its own and is not limited for forkjoin contexts. Nothing in the proposal would preclude that, but it is important enough to be explicit. Clearly, this overlaps with another enhancement request that I believe is assigned to modeling & productivity. That request is to allow a declarative part in the middle of sequential code and not just at the beginning of a process.
