[vhdl-200x-ft] New versions of the vhdl-2006 packages

I went through all of the VHDL-2006 packages, created VHDL-1993 
compatible versions, compile scripts, and test vectors.

There are new versions of the fixed and floating point packages here as 
well.  The "fixed_pkg_c.vhdl" and "float_pkg_c.vhdl" (vhdl-1993 
compatible versions) depend on "math_utility_pkg.vhdl", and are much 
more "synthesis friendly" than the last release.
