Folks,

A further consideration just occurred to me on whether "??" should be
implicitly or explicitly defined for BIT in STANDARD.

The rules for locally static expressions include implicitly defined
operators.  If "??" is explicitly defined, then an expression such as ?? '1'
would not be locally static.  To make it locally static, we would have to
make a specific rule for it.  Seems like it would be cleaner all round just
to make "??" for BIT an implicit declaration.
