[vhdl-200x-ft] "_update" packages

Done.  Please take a look at:

You will fine a compile script (for MTI) and a "README" file in
this directory, showing you how to compile this code, and a one
liner for every new function.

I took pains to limit dependancies.  The library "ieee_proposed"
is used, but all of the packages reference "work".
