[vhdl-200x-ft] New version of fixed point packages released

I just put the latest version of the fixed point packages on
the packages web page:
http://www.eda-twiki.org/vhdl-200x/vhdl-200x-ft/packages/files.html

This one passes all of the test thrown at it so far.

The testbench is fairly comprehensive, it covers about 99% of
the code, and is only missing a few "assert" statements, I will
continue to work on it next week.
I will also do some synthesis runs.

In the meantime, if you have ever wanted to try out some fixed
point math, I recommend you give it a try.
