[vhdl-200x] Email attachments will be discarded (for now)

For the time being, email attachments will be
discarded in email to the reflector.

I also note that we use TWIKI and almost never
use attachments.

To all Eda.org List Owners:

Recently we had a problem with an html attachment being stored in the
hypermail archives used with our majordomo lists.

This attachment was identified by our hosting service as being so very
dangerous that they now requiring us to filter ALL these attachments in
the future so that they are NOT STORED.

We therefore have the following choices of OPTIONS to make which we
would like your input on:

     1. Filter out all attachments on all email so that no attachments are
supported on eda.org.
       - This OPTION would require all of you and your lists to move to
the use of TWIKI or MANTIS to store information that is meant to be shared.
       - The advantage of this OPTION is both a reduction in email
bandwidth on the server and the elimination of any the risk of spreading
of viruses through attachments.

     2. Filter all attachments on email but only as it is stored in your
list's HYPERMAIL archive. (Typically at www.eda.org/<listname>/hm)
      - This OPTION would then allow all email continue to be sent to all
your list subscribers with attachments as normal, but not retained in
the archives, as it is now.
      - If the information is to be retained, then it would have to be
stored in TWIKI or MANTIS.
      - Stripping archived messages at least allows the complete message
to get through to your list subscribers.

     3. Require all hypermail archives to be non-accessible except through
password protected mechanisms.
      - This OPTION would limit the spread of any viruses but still store
the attachments in the archive. This may not meet the requirements of
our hosting service.

Our preference is for OPTION 2 but this will take some time to
implement. Until we can complete the implementation of OPTION 2, we need
to implement OPTION 1 as soon as possible.
     - We believe we have put OPTION 1 already in place as an emergency
action we have taken for both your lists' and for meeting our server
host's demands on us.
     - You should already be seeing your list subscribers' postings with
attachments being BOUNCEd as an 'attachment' 'TABOO' abort.

Please let us know if OPTION 2 is required or if OPTION 1 would be
acceptable.

WE NEED YOUR INPUT ON THIS AS SOON AS YOU CAN THINK THROUGH THE ABOVE
AND GET YOUR INPUT TO US.

In addition, to help make all the lists as secure as possible for all
the lists' subscribers, we will also be checking all the lists'
configuration to make sure:
      - there are no completely open lists and
      - that spammers/hackers cannot at will join
      - or post to any of our lists.
