[vhdl-200x] CollectedRequirements template

All,

I have created a template called RequirementsDetailTemplate[1] on the
Twiki, selectable when creating a new topic. I would encourage people to
use this template when migrating topics from CollectedRequirements to
individual pages. Please edit the template if you feel it is unsuitable
or lacking.
