Launchpad (which is a Bazzar host) certainly allows you to subscribe to "changes" in projects, and I think bitkeeper et al do as well.

But RCS, SVN and CVS are not hosts. If you put your SVN (archive) onto Sourceforge in the old days, you could subscribe to an "updates mailing list" as far as I recall.
