Hi David,
Please read the contents of my email titled,
"Marketing Surveys are prohibited by IEEE".

The rules seem fairly broad to me and seem to include
gathering of statistical data about customers.
I would assume that their intent is that this
same data is not to be reported within an IEEE
working group.
