[vhdl-200x] vasg / vhdl-200x webpages

Hi,
I have updated the VASG and VHDL-200x webpages to
reflect that the current work is a collaboration
between IEEE and Accellera.

Since the bulk of the technical work is on the
Accellera page, I put links on the LHS of the page
to some accellera webpages.  There are also
links to the old webpages if you need something there.

If there are additional links that we need on the
webpage, let me know (Alex, does the IEC VHDL task
force have a webpage that I should link to?).
