[vhdl-200x] Groups - VHDL Technical Committee Meeting added

We will be discussing and hopefully voting on the latest draft of the
policies and procedures (reference AccelleraOperatingPolicyV3.doc).  Upon
completion of that we will move on to a discussion of the draft mou
(reference AccelleraVASGmouv4.doc.  And we'll talk more about the proposed
process.
