[vhdl-200x] RE: IP Protection and Encryption Donation

WRT Tim's email, please continue the discussion on vhdl-200x@eda.org only and for the time being. I initially included vhdl-200x-ft in case the discussion indicated it might be possible to do something in FT timeframe. In my opinion, the discussion has raised enough issues that it is unlikely to make FT.

I will determine which group will own this and we'll move the discussion to that email list accordingly.
