Neil,

During the SV-BC meeting, we discussed the fact that mantis 2463 should not have been sent back to them. Instead the champions could have just dealt with it as an action item for the chairs to handle.

I think there is a general problem with the champions not meeting to discuss some of the issues that they would like to send to the technical committees; It creates an unnecessary burden on them by creating an extra discussion and voting cycle. If the champions met, we could discuss the issues that failed and perhaps send them forward with editorial issues as action items.
