[sv-champions] Explanation for Mantis 1900

Hi Shalom,

The versions that I mentioned for mantis 1900 part 1 and part 2 are
the versions that were approved by the sv-sc. The update to part 2
that Dmitry uploaded contains a proposed fix for some of the changes
that you requested via email. Those changes were not approved by the
sv-sc, but the Champions could go ahead and approve with that version
as "friendly amendments".
