I vote NO on the following items:

2840: The references to where the changes are to be made need to be fixed, and noted in Shalom's vote.
3127: The proposal needs to be clarified as to whether "initial and always procedures" should, or should not, use in the keyword font (Courier-bold).
4126: This is a request for a new language feature and should be postponed for consideration in a future version of the standard.
4145: Shalom and Brad have noted a tangential error in the paragraph to be modified, which is that programs cannot be targets.
4146: I did not see a proposal with specific changes to be made. The e-mail discussion on this item during this ballot shows that it is beyond an editorial change and needs a proposal.

I vote YES on all other items.
