I think it is an editorial correction because, in my opinion, the text is clearly informative, but I have no problem with it being discussed in committee.

The last sentence of the first paragraph of 14.9 says,
"The interface's wires shall have the same direction as specified in the clocking block when viewed from the testbench side (i.e., modport test) and reversed when viewed from the DUT (i.e., modport dut)."
I don't think that "shall" is appropriate here. The sentence is not describing a language requirement. I think the word should either be deleted or replaced by "would", perhaps.
