Dear DASC Members,

During the December 2008 SA Board meeting several documents were approved that have the effect of updating the procedures covered by the SA Operations Manual.  Of these I think two are of particular interest to us in our in standards development activities.  I have enclosed them for review and discussion.  While these are not the final versions, they reflect substantially the changes that will be made.

Copyright

This documents clarifies copyright ownership of documents included in and developed as part of the IEEE standards development process. It clarifies issues of ownership for contributed work and for new work.  It also clarifies the responsibilities of the people involved and the companies they represent in providing copyright permissions for that work.

Resolution of comments, objections, and negative votes

This document clarifies the process for handling comments, objections, and negative votes during the Ballot Resolution phase of a sponsor ballot.   In particular it clarifies the parts of the draft standard that are in or out of scope for comments during the initial ballot and subsequent recirculations.  While I do not think it substantially changes the process, it does make specific some areas that may be have been gray before.  It also clarifies the responsibility of the Sponsor and Ballot Review Committee in responding to ballot comments.  This document will be used by RevCom in evaluating whether the correct process for Comment Resolution has been followed when it approves a final submission of a draft standard.

Of particular interest is that until the draft receives %75 affirmative votes, the entire document is open for comment.  After the %75 level has been achieved, only the parts of the document that have been changed, or those parts that are affected by those changes are deemed to be In Scope for comment.
