PTF proposal to 1800

The IEEE 1364 PLI Task Force (PTF) is writing to request that the new
IEEE 1800 organization make a provision for continuing our work on
Verilog PLI.

The PLI Task Force has been in existence since 1994. The charter of
this group includes:

   - The technical resolution of issues in C interfaces (PLI 1.0 and
     VPI) to the Verilog language
   - Enhancing and defining C interfaces to reflect changes made to
     the HDL

Currently we are responsible for sections 20 through 27 and
Annexes E through G of the IEEE 1364 specification.

Because C interfaces are a dramatically different area of expertise
than language development, it makes sense to provide a separate group
to handle this part of the specification.

It is important to provide a forum in which to continue this work
within the 1800 working group to ensure that a consistent, standard
solution is developed and adopted, avoiding the risk that variant
implementations will arise.

The preceding proposal was approved by the membership of the PTF,
of which I am the chair.
