I think the note is informative, as it is a result of the earlier statement in the same subclause, "Table 6-7 defines the default value for data types of variables if no initializer is provided, those default values shall also apply to nets of user defined nettypes for valid data types of a net."
The note is to call attention to resultant behavior in certain cases that might surprise a user if not pointed out to him.
Since it references a statement in the same subclause, there is no need for a cross-reference either.

I agree with Shalom's comment about IEEE style for the formatting of notes. Notes in the IEEE standard are "informational" and not a requirement that must be followed. Is that the intent of this note? An informational note would work here if the requirement for the default value is stated elsewhere in the standard and this note is just a reminder about that, but then a cross reference to that other location would be helpful.

Minor editorial comments:
1. 6.6: "There are different kinds of net types: built-in or user-defined."
Add "two" before "different". I don't usually like adding numbers, but here I think it is better.
2. In net_declaration syntax, "delay_control" should be blue, not bolded.
3. In 28.12, delete "(Resolution of nets with user-defined nettypes)." That is not the name of subclause 6.6.7.
4. In the change to net_port_type syntax at the end of the document, the FROM part should be black, not blue. In both FROM and TO, there should be a blank, not an underscore, before "data_type_or_implicit".
