We have received additional clarification from the P1800 working group regarding meeting participation. From Neil Korpusik, "Only employees of Entities that are voting members of the Working group will be allowed to participate in any of the Technical Committees. The Technical Committee chairs will need to start policing their meetings to ensure that only employees of the following companies are allowed to participate." I did follow up with Neil regarding participants from IEEE SA advanced and basic member companies who aren't paying members of the P1800 Working Group. Participants from these companies are allowed to join the call as observers.
The paying members of the P1800 Working Group are: Accellera, Cadence, Freescale, Intel, Marvell, Mentor Graphics, Oracle, and Synopsys. TI and Qualcomm are both IEEE SA advanced member companies. The list of IEEE SA members can be found at: http://standards.ieee.org/develop/corpchan/mbrs1.html
In the last meeting we had an overview of the proposal from Cadence/Mentor. In this meeting I would like to start working on consensus for various parts of the proposal. We can then expect an updated proposal in our April 6th meeting. I have tried to summarize the various points of contention that have been raised. If you see a particular facet of the proposal that you would like to discuss further not listed in the agenda please let me know, and I will add it.

1. Discussion of proposal(s) for user-defined nets and resolution functions
a. unresolved nettypes (purpose, restrictions, future, late binding)
b. current value argument to the resolution function

d. clarify rules for driving nettypes (partially driven nets ok?)
e. resolution functions and side effects (restrict or leave as implementation dependent?)
f. user defined initialization of nettype
g. clarify if resolution functions operate in the case of 0 or 1 drivers

i. review port connection rules
j. clarify that resolution functions from classes must be static and explain the intent of
